well then why is he persecuting individuals and not attacking the system

why does he think it is okay for him to break the law to push his point of view
much easier to pick on the incarcerated instead of a decent analysis of what the failings of the system are
e.g. gutting of corrections by the last National Government with loss of institutional memory and the creeping influence of fringe groups who bullshitted the weakened authorities that they knew something that they did not
