anyway the thing is Roman emperors spent very little time at Rome.
The most of their time was on campaign somehwere or going somewhere else.

The Vietnam war was another kettle of fish entirely.
A nasty little job to keep the hordes at bay.
Neither side cared about the population as such.
they were expendable.
