status in the community
funding
a van.
this cadre think they can by the strength of their own impeccable personality reason with people who by definition are incapable of it but that does not stop them.
it has been shown that anyone with skill gets promoted into the administration and the work is done by ignorant wannabees.
that is about the size of it.
some of them may have degrees in psychology but experimenting with rats and pigeons in the laboratory with a year of specialising in HUMANS if you are shoulder tapped does not make a fully functioning mental health system.
first find some people who know what they are doing.
and watchout you dont turn into ACC who have become a law unto themselves!
