It is 50/50 whether he  committed and offence.

Cant they go back and look at all high ball catches and talk to players and come to some sort of decision without falling back on the punitive regulations they run the game by.

as tana umaga said "we are not playing tiddlywinks' so these people who dont actually play the game need to harden up and realise what the game entails instead of relying on some set of "rules" and wimping out like traffic cops who only know how to write a ticket.
