took my own advice and checked the dictionary.
and expatriate is some who has been driven from their homeland or someone who has renounced their homeland.
it is not a post colonial term used to create a distinction between white and black people and /or people who think they have been slighted because the word describing their status doesn't match their weltanschaung.

anyway it doesn't really matter in the long run.
